Hello,
Can anyone tell me if the Dragon T-34/85 Mod 1944 (Kit 6066) roadwheels are correct? I haven't seen any photos showing recessed grooves.

Not for what you are describing. The recessed lines should be proud (seams from the vulcanizing process). You can add them with stretched sprue in the grooves, ignore them, buy after market correct ones, or putty and sand smooth.
