Sealing bases for muddy water

Gentelmen,
I am having trouble keeping scenic express scenic water from seaping into my groundwork. I make my bases with sculpt a mold and when water is involved, i double up by useing plaster cloth spread across the bottom of the "puddle". Ive tried everything. Any help would be great!

Have you tried sealing the area with varnish prior to using the water effect?

My suggestion would be PVA glue, you can get it at any DIY store as plasterers use it to seal brickwork and plaster to stop it sucking the moisture out of new plaster.
