The way those sand bags are placed, the turret couldn't turn, the gunner has limited view and the drivers view is partially blocked. Not very accurate unless it is being used as a dug in pill box. Just sayin'

These parts are really nicely detailed, I especially like the Wheel sets.
I've been getting them from Hobby Easy in Hong Kong and they don't have a lot of them.
I wish their web site had a order section, and not just a catalog listing. I could spend a couple hundred dollars on these.

This is the commander's vehicle, the tower did not rotate.

All the way as I scrolled down I was thinking "never get that turret to rotate...the driver, who already sees nearly-squat now sees even less...hull gunner can go home..." and you guys already addressed all of those points. Hey, I like the sandbags, they look great, it's just that I wouldn't want to depict a rolling pillbox. Or the first tank knocked out.

I found and Ebay seller that carries a lot of Pazner Art products. Seller's store name is 'Dragon-Hobby.' Just received and order from them today, shipped quick with no issues.

In that order were some Panzer Art wheels for the Sd.Kfz 232 8-rad, and I gotta say, they look good. No flash, no bubbles, with just a small casting nub to clean up. This is my first foray into resin aftermarket wheels and I'm looking forward to using them.

I like that up-armored BT-7 turret too. Anyone seen pics of the real thing? Completely new to me.

In a way you are right
In the description of the set it is clearly stated that it is dedicated to the command version (Befehlweagen) The sandbags are arranged in this way, because this variation ... did not have a rotating tower. The turret was permanently facing forward! Therefore, the sandbags can lie on the sides of the turret. We could send the shooter for coffee because he wasn't there. The vehicle only had a firing port, opened when needed. In fact, Befehl tanks were not linear vehicles and did not participate in direct attack. They were part of the staff company in the command of the battalion and the armored regiment, and in fact they were a mobile means of communication and coordination of the attack. So your analogy with a mobile bunker is quite apt
