Are these two supposed to be welding or are they using torches to cut metal?

Hardly matters; I'm going to use a set of these on my factory floor dio that I have in the works. Now I need a guy with a push broom, etc.

The torch in the fifth image has no trigger, suggesting it's used for welding. In that case though, you'd normally need the welder to have a filler rod in his other hand. For heavy welding like on tanks just pooling the molten metal won't be enough. The kneeling figure looks like he could be modified to be holding a filler rod, but then he'd need to be wearing that hood.
